This wind spinner has an inner piece and outer piece.  The inside has the biggest dolphin which is attached to the spinning long tail.  The outer piece is the frame ... which has 3 circular levels ... held together by white ribbons.  

There is a metal ring where the white ribbon is attached to the top ... swivels ... so the mobile will turn easily.
