How can you charge for something we gave away it helps us and your site.
I thought only items For Sale” status are charged the listing fee

I do agree, we shouldn’t be charged for freebies. However looking at your listings, you have 1458 right now. 1408 × .03 is $42, so regardless you would be paying $20 a month for the listings unless over half of your booth is freebies.
