A bit short of 3 1/2" tall, gold embroidery on mesh-backed black felt. I think for dress uniform. NOS or New, Old Surplus item. I have sneaking hunch this was late-war production, note the off-center nature of it and the fact that they were apparently using up whatever thread they had left for the bobbin (backing thread).
