This item is a pocket protector. It is worn in the breast pocket of a shirt to prevent leakage from a pen onto the shirt, thereby protecting the pocket from the ink. Back when these were worn we did use pens with real ink in them that had to be refilled with ink from a bottle of ink that was in our desk drawer and occasionally it would leak all over. I hear people talk about "ink pens" and I don't know what that means because they probably use roller ball pens or ball point pens. A pocket protector could also protect a pocket from a leaky ball point pen as well because they are prone to leakage. It is about 5 1/2 inches long of which 4 1/2 inches sit in the pocket. The overlap over the pocket is about 1 1/2 inches. This one is promoting Steelworkers. I don't think it was ever used although there is a little pink hue here and there from the red in the design.
